Probably because Article 1, Section 3 of the Constitution calls for 2 per state. Take it up with the Constitution.

2) CBS President David Rhodes has a brother, Ben Rhodes, who was Deputy Natl Security Advisor under Obama.

3) ABC President Ben Sherwood has a sister, Elizabeth Sherwood Randall, who was a Special Asst to Obama.

I'm not trying to be funny. I am illustrating the worthlessness of winning the popular vote. I thought that if I told it in story form, that you might remember it, but you obviously didn't and brought it up again.
