For educational purposes only... The amount of tension on each rim has to be within NCAA specs. There is actually a device that is used to measure it. They cannot be too loose OR too tight. If youve ever played basketball at the highschool level up, you KNOW a tight rim is harder to shoot on if you arent used to em. And yes... they will sound different.

And to add to this, it is probably supposed to be checked prior to each matchup, but much like the height of the goal, a lot of officials will just assume it has been taken care of, and is correct prior to them taking the floor unless a coach/player specifically asks them to take a look at it.

Edit: I just checked, and it looks like it is supposed to be checked prior to the season, and then again prior to any postseason play that may occur at that location.
