Not really. The top 15 in recruiting is still dominated by SEC teams with a handful of Big Ten teams sprinkled in. The very top of the sport (i.e. top 4) is even between the SEC and Big 10. But once you get in the 5-12 range in recruiting it's all SEC with the exception of Michigan and Notre Dame.

The money is no doubt immensely helpful, but there have been plenty of teams with Top 5, 10, 15, 20 rosters who had terrible years and failed coaching tenures. Lanning is a good coach.
