I think you are.

I think the NCAA is just rolling the 'no roster limit if certain criteria are met' rule forward a year by use of this window.

I think the same criteria still applies to any player looking to transfer in this window in the fact that they would not have been guaranteed a roster spot at the current school for this coming season.

Could be interesting to see if any NIL names pop up here.

Am I correct that this means the roster limits don’t really apply this year if School B picks up a kid from School A ?

Well now

Ahead of the final settlement being approved, many schools began cutting athletes to get under the roster limits. However, the judge required an amendment to the settlement before it was approved in an attempt to protect those athletes.

As a result, any current college athletes cut from teams because of roster limits, in addition to any recruits with offers pulled, will be labeled as a “Designated Student Athlete.” DSAs will not count against roster limits at their original institution or any institution where they transfer. They will remain DSAs for the remainder of their collegiate eligibility.

An athlete is eligible to be placed on a DSA list if he/she
(1) would have been removed from the school's 2025-26 roster due to new roster limits;
(2) was an eligible member of a team in 2024-25;
(3) was recruited & assured by a school of a 2025-26 roster spot."
