Who has Penn State beaten to be #2 above UGA, Miami, etc.?

I’m not the sharpest knife but please explain to me how Notre Dame is ranked at 1-2.
Mostly it’s a “they were ranked last week and they beat this week’s opponent soundly.”

Off how poll trends generally go, they lost their first game to a top 10 team by 3 points, and they lost their second game against a ranked team (now also top 10) by 1 point at the very end of the game.

It’s sort of a voters giving them the benefit that with how well they played against two top 10 teams, maybe it’s more a reflection reflection of the fact that they had to start the season with two top 10 teams and not that they’re actually overrated and terrible.

…The next loss will drop them like a rock though.

Would argue us and Texas should be closer in rankings. We have a 1-score loss to the #3 team in overtime. They have 1-score loss to the #1 team. Would argue we have a better quality win (Syracuse) than they do.
Preseason bias having the ranked #1 and UT #24 in AP and #18 in coaches, a lot on the misbelief of how the offenses would be, benefits them about 8 spots in rankings. I say a lot of comments past week about UT is probably a playoff team, but no one moved them up even so.
With that same bias you get teams like Clemson, UF, and South Carolina ranked higher initially even though UT made the playoffs. It’s unfortunate. I guess as some point if they keep winning year after year, they will give Heupel the benefit like they did Bama, etc
