Not necessarily. It's all about the makeup of the Supercell.

You can have giant hell and no tornado or you can have a tornado and small hell.

Update:

The threat for severe weather in Northeast TN has now lessened with the morning convection having stabilized the atmosphere quite a bit. The main focus for severe storms will be along and west of Knoxville and the plateau for the rest of this afternoon into the evening, then the threat shifts to the southern valley overnight. I do think there will be a Tornado Watch issued for the western half of East TN in the next hour or so.
