The point of the entire conversation is even at the state level a one size fits all approach to governing doesn’t work. Laws for the urban areas don’t always pertain to the needs/lifestyle/culture of the rural communities.

No. What you intentionally ignore is how urban areas affect rural communities. Illinois is a great example. Chicago dominates that state even though most of the land mass of Illinois is rural. One city and it’s suburbs determine the laws the rest of the state who they have nothing in common...
