State Wolfpack.
According to a report on Rivals.com, the offer is a verbal offer, and Wolfpack defensive coordinator Mike Archer told Moore that he will have the offer in writing by September.
Moore comes in at 6-foot-3, 230-pounds, and he recorded a 4.68 forty time in his last combine appearance.
"He has a great package with size, speed and strength," Finn said. "He has a tremendous upside with 2 more years to develop in strength and speed. He his tough to block when he rushes off the edge."
Last season, Moore recorded 110 tackles and one interception. The interception was returned 35 yards for a touchdown, and he also forced two fumbles.
N.C. State is the only offer Moore has right now, but it isn't the only school trying to make contact with him. In the Rivals.com report, Moore said that he has talked a lot to North Carolina and Maryland.
Former teammate Demetrius Hartsfield will play football at Maryland in the fall. Hartsfield was a member of Southeast Raleigh's Class of 2008. Finn told WRAL that Moore will visit Maryland on Wednesday.
"I am sure he will have more offers soon," Finn added. "He is very excited and I know his parents would love to see him play close to home."
Moore told Rivals.com that location isn't a big factor, but admitted he would like his parents to be able to watch him play. </TD></TR></TBODY></TABLE>
Picked up an offer from UNC. Oklahoma and Tennessee lead for now, along with Wake Forest.

He has 10 offers and says he wants to give each school an even shake. His offers are from Clemson, USC, NC State, North Carolina, Duke, Wake Forest, East Carolina, FSU, Maryland, and West Virginia. Moore has been to USC, Duke, UNC, and Wake Forest for their junior days. He enjoyed his visit to Columbia. "I want to look at all of the schools offering me so I went down there", he said. "The coaches were great and the facilities are top notch." He says he is also familiar with Clemson. "I camped there for three days after my freshman year," said Moore. Moore had over 120 tackles, 11 sacks, and four forced fumbles and contributed seven touchdowns on the offensive side of the ball as a wide receiver and tight end. He does not have a favorite. Moore said he recently spoke with a coach from Notre Dame and is expecting an offer soon. Tennessee appears to be close to offering as well. </TD></TR></TBODY></TABLE>
