I think his judgement is Faizon>Joey so he is gonna find some legal basis to justify it.

The whole argument that Joey's attorney is making is that by disqualifying Joey and other JUCO athletes you are taking away more experienced players and lowering the competition. But he is struggling to quantify that difference to the judge and the economic impact it may or may have on the state.
