if LSU's offered and Rivals is about to shoot him up the rankings, I cant help but wonder why we waited so late to offer an in-state guy.

Still evaluating. You can't offer every prospect that is instate. There is always a few that slip through the cracks.

we go coast to coast for recruits, surely we can take of our backyard first, it's not like we have hundreds of div-1 guys to keep up with....but there will always be some guys that slip through

That's the problem. Tennessee HS football isn't near the caliber of Cal, Flo, Tex, etc. We can't just stick instate until July and then branch out or we miss out on some of the bigger players elsewhere that may have been interested in us.
