Anybody else notice what a big deal a few years ago is now back?

I'm talking about the rule which required players to have the knee covered with a pad. We're back to seeing some players on the field again wearing a pair of long shorts where the pants end above the knee. It was being touted then as a player safety violation.

It looks stupid for football players to wear short pants with their knees exposed and it's dangerous to have the knees exposed.
