Are you talking about before or after Obama scraps the US nuclear arsenal and ends anti-missile research??

If anyone takes a close look and the leadership of NK and Iran, I find it hard to say they aren't dumb enough to do anything.

There's no threat of them striking US soil with a ICBM. The threat is them selling it to terrorist org's.

Obama is not going to scrap the US nuclear arsenal. He may want to (and I don't think even that's the case for the near-term), but I don't think it happens.
