Sounds like they’re the replacement for SMU. Apparently the American is expected to agree to a scheduling format in which (1) Army and Navy will not meet each other as a regular season conference game and (2) Army and Navy will continue to meet at the year’s end as a non-conference matchup, after conference championship game weekend.
In a scenario in which the two finish as the top two teams in the conference’s standings will result in the schools playing in back to back weekends (first in the AAC Championship Game, then in their traditional rivalry game).
Army will also be keeping its traditional early November matchup with Air Force in its schedule, as well.

The American Athletic Conference has voted to add Army into the league as a football-only member starting with the 2024 season.
