CA, NY, NJ, IL are perennially the worst. They have the most regulation, the highest taxes, the greatest barriers to entry. New York says if you spend a single minute of a workday in their state you should start withholding and remitting state income tax to them for the entire year as if you worked there full time and you can get it back by filing a return next year.
