Clinton, easily.

I prefer do-nothing presidents (because if they are doing anything, they are likely f****** us). Clinton "did" significantly less (and that's saying a lot about W).

One interesting thing about Clinton is that most people don't view him as much of a war-hawk but I believe the US engaged in more armed conflicts under Clinton than any other president. But since none of them can match the devastation of Iraq or Afghanistan, he edges out W.
