WASHINGTON - President Bush said Tuesday he plans to increase the overall size of the U.S. military, which has been stretched by wars in Iraq and Afghanistan, so it can fight a long-term battle against terrorism.

Yeah conscription!

Conscription??? Not at all. Regular Army is adding two new Brigade Combat Teams, due to stand up this coming April.

The Army will raise most of its new brigades by re-assigning people in combat service and combat support roles. The Army has found that with the advent of on-line file-sharing and order entry, not nearly as many rear-echelon folks are needed these days. Also the way units are rotated in and out of theater as units (as opposed to the WWII, Korea nd Vietnam model where divisions were permanently deployed and individuals rotated in and out) has also cut down the paperwork.

I do look for a request to increase the authorized strength of the Regular Army by maybe 50K or so to provide a couple more maneuver brigades, but recruiting is still on track and the additional forces can be raised over 2-3 years.

For those not paying attention, this shift is a result of the Army changing its basic force structure. Since 1940, the division (about 20+K men) has been the basic operational and administrative unit. Now the divisions are going to be primarily an ad hoc tactical HQ controlling varying numbers and types of brigades. A brigade usually numbers about 9K guys, but smaller units can be attached and detached to match specific missions. The new brigades are very much like the "old" regimental system and will be the basic admin and operational unit. I look for the old regimental designations to be attached to these brigades eventually to provide a lineage to days of yore.

Perhaps if Clinton hadn't slashed the Army by roughly 8 Divisions we wouldn't be strapped for boots.
