Perry's was worse.
Perry was naming agencies that he wants to abolish. Presumably, these are agencies that he decided were worth scrapping after reasoned analysis. In fact, his plan to abolish the agencies is one of his campaign platforms. He wasn't thrown a curveball, he should have had those agencies memorized.
Valid point re Perry should have had that one nailed going into it.
Have to disagree with your characterization of question about Libya as a "curve ball." Pretty timely topic and one he ought to be prepared on.
That he had to confirm with the questioner that Obama supported the insurgents is beyond weak.
Cain should have had a prepared response for Libya. That being said, the question was pretty weak (So you agreed with Obama on Libya or not?)
It was open ended. He could have said "I would have done x about Libya," or "if faced with a similar situation in the future, US policy ought to consider A, B, and C," or ""Obama's approach had some errors in it, which were ..."
None of that. Just seemed to lose all focus.

It's pretty hard to justify Republican military engagements and bash Democratic ones (and vice versa). Cain's inability to answer the question is what you get when you dance around that thin line.
