He has to pass the last ACT, but cannot increase his grade by more that 2-3 points.

It must be extremely difficult to raise your score by more than that for there to be a rule that flags anyone who does. Perhaps that is the UK/Eric Manuel rule (not sure if that was the ACT or not). Still, there has got to be some kind of process for somebody who has a big increase to show that he improved legitimately.
