Probably. I believe we are still the only country to flat-out refuse to ratify the Kyoto Protocol.

yes, i had watched a show where they were saying we had cut the pollution numbers down a great deal just because of our private sector had designed better technology. i can't remember the exact #, but it was very interesting how much it had gone down just over 10+ years. the point being that we didn't need any treaty or regulations because the private sector was already a step ahead of the gov.

China and India (along with others) got a different deal and are basically exempt from the first round of emission cut requirements. Presumably though, they may benefit from carbon offset purchases made by countries like Canada.
