Chattanooga Chickens?

The city is reviewing a proposal that would allow residents who live inside the city limits to own up to 15 hens. Being a native of Chattanooga, I found this interesting. What would be some of the pros and cons?

I know there were a few cities in metro Atlanta that actually had to pass a law against even having them all because of Latino families having coops in backyards and in apartment complexes.

my ex gfs apartment was in an old agricultural zone. so a lot of the yuppies had chickens and roosters. really really annoying on sat morning.

I live in a rural area and a guy up the road from me had hundreds of barrels with roosters chained to them in his yard with many hens running free range. I've hit countless chickens in my car when they run out into the road.

I don't know how their neighbors kept sanity living next to them over the years. Apparently the guy was forced to liquidate his collection recently, apparently the county became suspicious he was raising them for fighting. No other reason to have so many roosters (hundreds) unless your breeding them and even then you would expect to see a sign in the yard advertising roosters and hens for sale.
