I think it is pretty obvious that she pushed, but I also think the lady who got knocked down was trying to block the lane even though her body is obviously not big enough to occupy the entire lane.
In the women's 5,000 meter race I watched as Kenya and Ethiopia, who each placed three runners, basically ran as teams by boxing out other runners and protecting their top contenders in what is supposed to be an individual race. Just doesn't seem right for soem reason.
