No kidding, but to be honest the gambling bill they tried to pass earlier this year was complete crap. I would have voted against it.

A lot of these leaders can use the 'religious right' as cover. These guys hold votes like this as power plays. If you look at votes in places that have a Native American tribe with a casino, the ones in power play groups against each other and get little favors out of them to vote one way or the other. Votes on casinos are some of the most corrupt ones out there.
