You made me recollect a visit to Jack Daniels in Lynchburg . The tour began with a video of the workers descibing their roles in the process of producing Jack. At the bottom of the video were captions for the folks who couldn't understand english spoken properly. Tickled me.

Kindly allow me to offer you an alternative reason regarding the captions. Deafened people depend on captions because they can't hear or clearly hear what's spoken. I know this because as a Camtasia Studio user, I used the feature for short videos supplementing presentations. It was required of me due to the ADA, since it was a public service, and people paid to attend my presentations. Also, I've seen them on display TVs at Sam's Club, Costco, Sears, and Best Buy stores. Not to call you out for being tickled about captions, which I suspect you were just joking around, but HOPEFULLY to expand your awareness of further reasons why captions exist. Think of modern speaking media as being basically silent movie media as far as deafened people are concerned. With better text clues of what's said.
