The text is a little hard on the eyes, but let me restate those numbers

05-06 Congress met for 241 days
47-48 Congress met for 254 days (famous do nothing Congress)

last Congress to meet for fewer days 55-56

Honestly, the less congress meets, the less legislation is put on the books, the better off we all are.

No it means that the ones they actually pass are the pandering ones to their extreme constituents.
