I'm not sure I really understand the question, but here is some information about the song from the UT website:

V
“ROCKY TOP”Known as one of the most infectious and well known fight songs in the nation, Rocky Top is in fact, not the official fight song of the University of Tennessee. Rocky Top was written in 1967 by the late Felice and Boudleaux Bryant. The song was not played at Neyland Stadium until 1972, but quickly became a fan favorite. Rocky Top was adopted as an official state song by a public acts bill passed in the legislature in 1982.

I would link the Wikipedia article, but it has some nonsense (imagine that) in it.

I'll give you the band version that I heard. Dr. Julian decided that the song fit perfectly in his famous "Circle Drill" and became a fan favorite in 1972. If you know the style of songs that are usually played in the circle drill, it is at a convenient tempo of many songs still (occasionally) used by Dr. Sousa.

UT Chattanooga played it as their fight song first. They used it after they won the 1977 D2 basketball championship. UT had played it in the half time shows but not like we know it played today. They began that after that year. UTC doesn't play it now. I guess we see what a big brother gets lol.

I know that in the mid to late 70s when I was becoming old enough to start following football, you almost never heard the band play "Rocky Top" like you hear it now. It was always "Down the Field" after touchdowns and such. Anyone know when the band started playing it so, uh, incessantly?

When we realized that the opponents hated hearing it 42 times a game.

Absolutely true. Several years ago I was watching the band come down the hill in front of the stadium. Rocky Top at its best. Alabama game day. One of the Alabama fans began to jump around and sing Rocky Top. Her cronies gave her a look and she said "What the hell, I LOVE that song."
