Duality means it's got 2 sides to it. It's two things at once. We are both a strong nation and a fragile nation. We're a democracy and the biggest power on the planet but there is also lots of concern all around about how close we are to becoming a banana republic.
She didn't tie these ideas together this well in her speech, but there is nothing confusing at all about saying the duality of democracy explaining that it's both strong and fragile. Just look up the definitions and then put them together.

I think the OP would have been better served to say Harris is a horrible communicator, she struggles to drive home ideas and get her point across effectively in speeches.What are you confused about?
