Earthquake in Japan - Damages Nuclear Power Plant

The earthquake in Japan this morning has been reported to have damaged a nuclear power plant. Apparently, there was a leak of some radioactive water. It doesn't seem like a lot of water leadked, and it didn't sound very radioactive. But, I wonder what effect this might have on permits for new nuclear power plants - particularly in California. This may serve as an example of good design working. However, spin is spin. What do you guys/gals expect will come of this? Has there been a history of nuclear power plants being damaged in earthquakes within Japan?

I think that there are two things working in dear China's favor:

1)the radioactive leak was as water - so shouldn't have gotten into the atmosphere (although I'm sure they're still evaluating the situation)

2)the prevailing winds in the northern hemisphere are west to east.

So, probably no glowing toothpaste.
