For logistics of where it happened, it happened outside of Fresno and north of LA. This wasn't on the border/Tijuana area.

The relationships between the cartels, prison gangs and street gangs are very complex and intertwined. They used to call the shots/hits.

That is being somewhat marginalized now though. The cartels used to leave operations in US soil to it's associates in the Mexican Mafia and Aryan Brotherhood but they have become increasingly active north of the border for a number of reasons.

It's only going to get worse until a major change in policy is made...... And the border is just a small portion of the policy change needed.
