This isn't referring to changing the Constitution, but the way the country builds and spends it's budget. It's about cutting out frivolous projects, putting money into what will propel the country forward.
If you're going to criticize those words (within that context) criticize the projects he's cutting and funding... not "changing the constitution" which does not state what a budget will be built on, as far as I know.
