How should I handle this situation for my league...

This is for a keeper league. The draft is an auction style draft. You can keep as many players from year to year that you can afford. Every player that you keep increases in cost to keep by $5.

If Matt Forte is bought for $45 he can be kept the next year for $50, then the next for $55, and so on.

When players are traded their value transfers with them.

Free Agent Pickup will cost $10 the next year. Michael Vick was a free agent pickup therefore was kept this year for $10.

Two Players in the league (who have the top 2 wavier priority) agreed upon a trade. Matt Forte ($45) for Ray Rice ($57). Instead of a normal trade they both dropped the two players in order to pick them up off of Free Agency. This, by the rule, allows them to keep these players for $10 next year.

Have they merely found a way around the system?
If this is just a way around the season then why would whoever has top wavier priority not just drop their best player and pick them back up in order to be able to keep them for a discount?

It's been proposed that in order for a draft value not to transfer a player should have to "clear" waivers.
