Have they always required 60% of agencies to report? Or is this arbitrary?
The FBI may have policies in place which prohibit an overview of national crime, but regional analysis is vital for assessing the climate of culture and reflections on why the system is not being used by agencies.
I'll stick to Hanlon's Razor for now.
Never attribute to malice that which is adequately explained by stupidity.
We can trust election officials to confirm the veracity of millions of mail in votes.
We can trust the DHS that White Supremacy is our biggest Domestic Terror threat after Antifa & BLM burn down every other city.
We can trust the CDC's Covid death totals while flu & pneumonia deaths mysteriously drop.

But suddenly the FBI cannot make aggregate assessments from crime statistics.
I'm glad I know better or I might suspect the FBI's artificial cap was agenda driven, or that the agencies negligence in not reporting was agenda driven.
