That's a giant waste of money. You'd have two separate systems in place just for the bathrooms to do this, one for the urinals and one for the toilets. Even if you did that you'd still have a waste containment system meant to fertilize the field that's vulnerable to contamination. Get a group of people together to smuggle in some concentrated Roundup in various hidden containers and pour it down the urinals and you've just killed the whole field.

2-4,D doesn't kill grass. It's a broadleaf herbicide. Your common household weed killers are derived from 2-4,D or dicamba. Glyphosate would kill grass.
