Step 1: Have any player that wants to play sign a hold harmless agreement.
Step 2: Have zero consequences for those who choose not to play.
Step 3: No fans.
And finally, Step 4: Have the most up to date and comprehensive testing/care/quarantine measures in place, and test as much as is possible.
