Why can FSU have a live horse running around and we can't have the Tennessee walker do a lap around anymore?

Honestly, I am not a fan of Walking horses for that reason as well, but it was a staple when I was in school. Funny though that the Kentucky Derby and horse racing in general is still acceptable.
