FSU in the Gator Bowl?

Ok, I get the whole "Bobby Bowden last game" thing but isn't the Gator Bowl considered the ACC's next best bowl after their BCS spot? So they let a 6-6 FSU team be in their second best bowl?

2007 - Virgina 6-2
2006 - Georgia Tech 7-2
2005 - Virginia Tech 7-1

Guess they haven't been taking the 2nd best lately... Hmm.
