It was a giant oversight by everyone involved. The people over at r/CFB do some really interesting stuff, so it's neat they caught what the two schools, the bowl committee, and the NCAA totally missed.

Why does the NCAA get to decide who is bowl eligible anyway?

If the pawn shop down the street agreed to sponsor a postseason game between Tennessee and Arkansas and worked out all the details, paid the schools, and the schools agreed to play, who is the NCAA to stop them? The NCAA has absolutely nothing to do with the playoff, or the existence of any bowl game, so why do they have a rule that says you have to have 6 wins in order to play in them?

They could play in the game I suppose, it just wouldn't be NCAA sanctioned and wouldn't count for the record books.

Because the schools/conferences gave them the authority to make that rule. The same way that the NFL commissioner has no authority outside of what is given to him by the owners.
