This is nothing more than optics. There's no treatment for non addictive drug abuse.
Don't kid yourself. The substance may not be physically addictive, but people get hooked on getting high for various reasons all the time.
He's a high level football player. I guarantee you that no one has ever said 'no' to him his entire life.That's just a self-control issue. He really, really likes getting high because it feels good and he can't control himself. No different than not being able to stop from eating a gallon of ice cream a day because it tastes good and makes you feel good.
I'm no doctor, but I don't think a "rehab" program is really going to help him because there is no chemical/physical dependency. It isn't like he's smoking crack or shooting heroin.

The problem is self control. Lack of self control does not equal addiction. Addiction causes you to get sick when you're not using. Lack of self control causes you to make dumb decisions.
Trust me, I know. I was on probation for a year. I had good self control, so I didn't smoke the entire time, and guess what, I didn't even sick when I stopped using.
You can get addicted to the high... you're not going to have physical withdrawal symptoms, but technically it can be considered a physical addiction... the endocannabinoid system is activated everytime you smoke and that sensation of being high can be addicting... not sure why this is so hard for some of you to understand, nor why addiction has to be black and white with some of you. Addiction takes many forms.
