Harrisburg PA taken over by state

Is this the first state capitol to be taken over by the state? Just wondering what the political forum opinion is of this on-going issue.

The county I live in (Jefferson) has come really close to bankruptcy and receivership. The only saving grace is that the bond holders have been hit so bad they are willing to take cents on the dollar to salvage something.

The City Council filed for bankruptcy and the Mayor is counter-filing, saying they did not have the authority. Now the state is putting in their own manager. The mayor is an odd duck to say the least, the council has their own issues so it is a wacky situation. Would be just like Parks and Recreation except it isn't funny. . .

I've played a lot of Sim City, I'm sure I could turn Harrisburg around.

Filing bankruptcy seems an awfully brash decision, given that they'll need public funding again in the future.

Probably political infighting. Can't they just sell assets, it doesn't sound like that much debt.
