Is it Harding hitting or my personal belief, plastic buckles. Atleast the old metal ones would hold on, plus cut someone every now and then.

Probably a combination of the plastic buckles and players not fastening everything all the way. When I played football, I had to beat my helmet just to get the metal buckle to fasten and then yank it pretty hard to get it off.

it also may be a design to absorb the impacts away from the player. much like a race car buckling during impact...

But more of the second. Its also gives said player some face time on tv.

This ,,, they are made to take the force energy and actually pop off instead of transferring this to the head.

Players don't like wearing properly fitting helmets, so they are too loose. Also if you watch closely players right before the snap you'll probably see at least two that don't have their chin strap buckled.
