Hypocritical transfer rules

Saw this article National championship chess team bolts for new university - Y! Sports Blogs - Yahoo! Sports.
Made me think of the double standard the NCAA has. How can you hold a kid playing basketball, football or various other sports to a school or force them to sit out a year if they transfer, but yet if a chess team wants to transfer there is no penalty? And yes they're on scholarship.

The Tech students transferring to Webster in the fall will receive scholarships. At Tech, the program had a $30,000 pot for the entire team, while some top chess schools can offer individual students that much, the AP reports.

not sure I would really call it a scholarship at TT. Sounds like they will be getting them at the new school though

Just a guess, but a football walk-on can probably leave for a scholly somewhere else and not have to sit out.
