1) Look at the source of the article.

2) It says "up to." Well, you can face fines of "up to" all sorts of startling amounts and that's just whatever is written into the law - probably to deal with large citrus growers -- and not realistic for this case, by any means.

3) Citrus farming has been threatened by canker and other tree diseases quite a bit. Billions of dollars worth have been lost to disease caused or spread by trees not grown or kept correctly.

Did you see that the article emphasizes she bought the tree from some website ? Do you not get the impression that this is part of some underlying dispute? My guess is that this article was linked into Drudge with some absurd headline about "government regulators run amok" kind of thing when its really a much more practical issue and small problem.

Besides, its one freaking lemon tree. Let's keep things in perspective, far right lunatics, shall we?

The USDA is in the business of "protecting the citrus industry?" Who knew? I can't even imagine how much money has been wasted on the lemon dragnet.
