I know he was involved prominently in that debate. I seem to remember him being in favor of them receiving licenses, but there were a myriad of preconditions.
I think Richardson falls into the "It's not practicable to deport them, so we might as well have a means to keep tabs on them."I can't find the upside to it...whether they drive or not, they're still here illegally....so it seems to be really that he wasn't doing anything to deter them. Of course, that was back in '05, I'll give him the benefit of the doubt that maybe he's changed his views on that, though I doubt it.
I truly hope by legally you mean requiring a license and insurance. If not then you don't see the problem or haven't paid the premiums required in a state with a large population of them.
