wasn't there a time when an 8-3 Notre Dame team made a BCS bowl but 9-2 Tennessee had to settle for the Peach or Citrus bowl?

That may not be the exact situation, but it's my understanding that ND has some special considerations given to it that no other team gets.

If Notre Dame has 9 wins or is in the top 12 in the BCS rankings, then they are eligible

And when Notre Dame is eligible, they are probably in.

Mark May said it on gameday today. Notre Dame might possibly have the worst offense in all of D-IA. If this continues, they are lookng at the very real possbility of going 0-8 until their final four games, against Navy, Air Force, Duke and at Stanford. If they keep playing the way they do right now, I'd say they split those games.

ND might put up 30 on us

No they wouldn't. Some of the better high school teams around the country probably have more talented offenses than Notre Dame's.
and some of the more talented HS teams in the country might put up 40 on us, if you make the very sensible assumption that they will score on special teams TD and one defensive TD.
