I use Rivals rankings:

They had 30 five star players in 2021. 7 of those are no longer with the school they signed with. 23% have moved on.

14 of the top 100 players have left the program they signed with.

37 of the top 250 have left the program they signed with.

Following are the position numbers for the top players at each position.

PS-QBs had 31 ranked and 7 have left programs they signed with

DT-QBs had 25 ranked and 5 have left.

APBs had 15 ranked and 2 have left.

RBs had 45 ranked (2 did not sign anywhere). Of the 43 signees, 10 have left.

WRs had 100 ranked (2 did not sign anywhere). of the 98 signees, 17 have left.

TEs had 45 ranked and 3 have left.

OTs had 75 ranked and 7 have left.

OGs had 25 ranked and none have left.

OCs had 5 ranked and none have left.

WDEs had 40 ranked and 5 have left.

SDEs had 55 ranked and 4 have left.

DTs had 40 ranked and 11 have left.

ILBs had 25 ranked and 1 has left and he has also left the second program he transferred to.

OLBs had 55 ranked and 10 have left.

CBs had 75 ranked and 11 have left.

S had 65 ranked (1 did not sign anywhere) of the 64 signees, 10 have left.

ATHs had 30 ranked ( 2 did not sign anywhere) of the 28 signees, 3 have left.

Ks had 5 ranked and none have left.

LWS, Thanks for the very interesting numbers. I would have guessed the % leaving would have been larger than it really was.

the percentage is up for first year players to what it has been. NIL and Portal are the drivers. I would expect the 2022 class to be higher percent a year from now.

Over all, the numbers of players leaving has been increasing. 10 years ago you could bet on 35-40% of a signing class to not complete eligibility at their signing school. That number is quickly moving to 50%.

its free agency without locked in contracts holding players for a few years.

It seems overall 10 to 20 per cent leave. Lower ranked players stick around longer. I would have thought differently.

there are some schools that don't get highly rated players who are losing large numbers.

UCF has lost 10 of 20 players from their 21 class

East Carolina has lost 8 of 15 signees

I have to believe that at some point the NCAA is going to create some rules around the Portal and NIL. Or am I naïve? The student-athlete has become just the athlete.

There's likely to be an increased talent drain from the G5 programs. Their players with good film will leave for more money/publicity at P5 programs. Having said that, it's possible that G5 programs will have less overall portal turnover than P5 because those lower rated players may come in with lower expectations of early stardom.

Teams at every level may have to simplify their schemes. If it's too complicated for the incoming transfers to learn in one offseason, they'll end up with sloppy play for the first few games. Early season betting lines could be an even bigger misadventure for the oddsmakers.

Jmo but it would need to be the opposite of what many believe.

Some want to expand class numbers or give spots back for outgoing transfers. But this only exacerbates the portal. Coaches will push out their bottom 25% each year and take 35 fresh ones each year.

If you want to lessen the market I think you have to lessen the demand. Not create even more spots/demand.

the problem with them creating rules is, they cannot impact any of the state laws that have been passed. Each state has passed laws and all are not the same. I don't know how you put in place rules that cover all these state laws.

Really one of the best episodes. George trying to park cars while they film a movie. Kramer gets a speaking line, "These pretzels are making me thirsty." and is trying to decide how to play it. Jerry trying to get a rental car but they are actually out of cars. Oh, man. Good stuff.
