As much as I dislike Obama this one isn't his fault. Even if all coal plants had been approved since he has been in office none would be online yet.

TXU lost 10% of their capacity due to frozen water lines and that, coupled with increased demand, resulted in the panic mode rolling blackouts which were for about 15 minutes every 90 minutes.

Extremely poor decision making resulted in hospitals and other healthcare facilities being included in the blackouts while sparing NFL activities for Super Bowl Week.
