The theory is for the "last 4 in" to play, because they are literally the 4 teams which would have missed the tournament in the old 64-team format. This is why the "last 4 in" has become such a big part of the new 68-team Bracketology predictions.

At least the play-in games have some meaning. Hell VCU went from the play-in round to the Final Four in 2011. That's not happening if it's all 16-seed teams.
