HAve these guys already signed or do we have to wait for the official LOI to be sent in today as well?

They are in school, early enrollees. They don't have to sign.

They are both already in school and attending classes. Their LOI's were signed last month.

By enrolling, they have executed and accepted the scholarship; therefore, no LOI is required.
