if a person gets their fourth star but is not around to see it does it still count?

The star will trigger it the exact time of day that you joined.

Section 5.3 2nd Paragraph was so nullified during the great Mod war of 2009. Don't you know anything?

It was replaced with section 5.4 3rd paragraph and I quote:

"Any poster who has been temporally banned by one Mod more than 4 times and has a like to post ratio close to 20% or greater may at anytime ask Freak about his/her 4th star as long as the Vols are within 7 days of a victory and LG has made a stupid comment in the last 48 hours."
