NCAA rule changes

As expected after our loss to UNC in the MCB, the NCAA is looking at changing the rule for a 10 second runoff for a clock stopping penalty on the offense in the last 2 minutes. Unfortunately it had to take us getting screwed for the rule to be adopted.
