About how many scholarships does a team get each year? Lets say ut only signs 15 players leaving about 10. does that mean ut can sign 35 players for next season?

No. 25 is the limit, but a few early enrollees can count towards the previous class if that class wasn't full.

So there is a good chance that we will sign 2 star players just to fill the 25 spots.

Not at all. We only have 85 schollys to give overall. It isn't necessary to fill every class.
